There are self drilling (tapping) sheet metal screw available at any hardware store and might be the best route for you depending on the thickness of the sheet metal. They eliminate the need to pre drill holes because they have a built in drill bit. No bits to change or sharpen because each screw drills its own hole.Whats the easiest way to drive a machine screw sized hole throgh sheet metal?
Drilling is the best way for a one time project

If you are doing it in a production way the make metal hand punch equipment it all depends on the gage(thickness of metal and type of metal)
Use a center punch to make a small indentation in the center of your desired location of the whole. Follow with the appropriate sized drill bit and voila!
