Is there a way to remove rust from the surface of sheet metal without the use of grinding?

If it's just some surface rust you can try WD40 and a scrub pad. Sand paper or steel wool is also an option. If it's heavier you could buy a rust remover called Naval Jelly. You can get it at most hardware stores. It's usually pink. It will remove the rust buy will leave some black spots behing that would need to be sanded to get back to bare metal.Is there a way to remove rust from the surface of sheet metal without the use of grinding?

Spray RustBlast keeping it wet for 20-30 minutes, scour as needed.. then Rinse with water
use this, me. after it dries you can clean it with a nylon scrubbie and re-treat it and your rust will never return.
